I’m not sure there is any single teaching that this is exclusively part of, but it can be found in some New Age type teachings at least.

Short version, people receive energy from a higher source, and we spend that energy through physical activities, mental processes, emotions, the way we identify. Needless to say, it can be misused, and these polluted energies can accumulate in the person’s emotional, mental, and identity bodies, which cuts one off from receiving these energies from a higher source (causing the person to act as an energy vampire, and for such people, sexual activity can indeed be a way to steal energy from others…

Personally, I don’t think it has anything to do with ”semen retention” really, but more to do with wasting spiritual energy.
