I would say it depends on the end goal. There are some situations where the majority of the people in the queue are silently hostile towards the person cutting in, and publicly reprimanding that person can inspire people to be more assertive in their own lives. On a personal level, I am not that bothered by people cutting in, except that it is rude and inconsiderate. The total cost to myself is minimal however and I see little reason to intervene.

There is an alternative way to interpret the "Perhaps you didn't notice" portion. Some lines/queues can become genuinely convoluted, and so the person could have made a mistake. Additionally, providing an excuse for rude behavior allows the other person to correct their behavior without accepting public rebuke.
