I could think of situations that would cause someone to irrationally say "Why don't you go kill yourself!". But to rationally have a conversation encouraging and mentally pushing them into a certain frame of mind (regardless if they're mentally ill) is definitely never a good thing. And I'd always associate it with a horrible person. Just because I can think of a few situations of someone doing it, doesn't make it right.
