For those that have already lied, possibly. But it’ll do more good if it deters future shitstains from ruining lives. Additionally there can be a clemency period, if you recant within a certain timeframe from when the law is passed you’ll receive no punishment for it beyond having a mark on your criminal record indicating that you have previously filed a knowingly false accusation. After that point mandatory punishment of the sentence the accused would have received.
