Preliminary is done in the early stages of divorce, right after filing for divorce. Final is before you get your judgment, but at least where I live (SF) you can check a box to waive your final disclosures if your spouse does as well.

In a divorce yes. When you initiate divorce you have to fill out and serve your financial disclosures on the other party and the court. This includes your income and expense declaration, and your schedule of assets and debts (which is where the lottery winnings should have been). Although in most divorces the final disclosures are waived, you are required to fill out your preliminary disclosures.
