During the last draft (Vietnam) and all other prior drafts, only men could serve combat roles, and during drafts that's all they really need (there's enough men going into non-combat roles to escape the front lines) Cost/benefit. It costs a lot of money to train a soldier in boot camp, and it is wasted if the soldier washes out.
