I agree with you which is why i said except for medical reasons, it should be illegal to perform before the age of 18 or the age you are considered an adult.

No. That would be stupid. The parents are the ones choosing to do it not the hospital. Unless the hospital does it without the parents authorization. That would be like suing a gun maker for some asshole killing someone instead of going after the murderer.
