I don't know if that's the case for the USA. In my country personal situations are accounted for in court and it's called "redelijkheid en billijkheid" (Dutch), it seems the US equivalent is called good faith, but I'm not sure if it's the same.

Look I'm pulling a possibility out of my ass here but perhaps the attitude of being able to get away with things like punching a dude for example may be more common these days, and despite lower incarceration probability there might still be a rise in total prosecutions for things like assault/abuse.

It kind of depends on where you are to be honest, in small villages, yeah people are absolutely reserved to strangers, in cities, not so much. Also, people in northern provinces tend to be more reserved than in the middle of the Netherlands and provinces in the south.
