That mother was incredibly paranoid. What kind of predator would molest a kid at Target, and then personally help the kid find his parents? A real predator would have fiddled with the kid, then left him somewhere in the store, or worse, and end up kidnapping him. Here's what you do. If you see a sketchy dude following you, don't panic. Just casually turn into the nearest alleyway and turn around to face the entrance. If the dude also turns in, you point your assault rifle at him and tell him to gtfo. Make sure you take some cash out of his wallet for the inconvenience as well.
