They said she was being detained, which doesn't mean arrest, and were trying to look into it, then she tried to leave, which is resisting. If police are asking you questions, and you are a suspect in a crime, then you answer the best you can without incriminating yourself. She was potentially too drunk to make it down the stairs on her own, though personally I'd have spent more time securing her while standing before then putting her down and cuffing her. When she is being dragged into a sitting position you can see it isn't flowing freely but is dripping (look at the floor. 3 drops as they turn her into a different direction?
