I think this is an effect of men being "actors." i.e., Men choose to take an action, and women passively exist and have circumstances inflicted upon then. In this instance, men choose to victimize young women that are prostitutes. The women didn't want to be prostitutes, but are prostitutes because of their circumstances, e.g. were kidnapped, or financially forced into prostitution.
