The military police is corrupt in some places (mainly big cities where the criminals can pay outrageous bribes). This is Brazil, judging by the looks of the houses, this is a low income neighborhood in a north-eastern state. Three-strikes laws: criminalizing young boys who cause a ruckus. Especially egregious in california where misdemeanor count toward three strikes. Loiter, shoplifting, jaywalking, mandatory 25 to life. Apparently California has amended the laws, still in 28 states, third felony can possibly carry a 25 to life and there's a thing such as wobbler laws which can be charged as either misdemeanors or felonies. If you're correctly guessing who's getting charged with the felony version you win a cookie.

Jail for the falsely accused of rape is basically a death sentence as well. Every single riot that happens in Brazil, the first inmates to die are those accused of sex crimes and trust me, it's a really bad way to go.
