Nah, being a sexual predator should limit your ability to change your name because, barring a few pro-sex offender whackos, people want to know when there are predators living nearby. And we shouldn’t have to pay extra to facilitate his name change, he can follow the law and wait for his punishment to end.

But because of this person’s crime their name change is more expensive because it requires additional verification and updates in more systems. And being known as a sex offender is part of their punishment so disallowing name changes is not unusual.
