People vote in China, its just in a different manner. If you're a communist party/united front party member (~10% of the adult population) you can vote. Who gets voted in there then votes in even higher elections The closest thing in the US would probably be the Republican or Democratic primary elections https://en.wikipedia.org/wiki/Elections_in_China

One man with normal sperm can impregnate several women. Having a very low sperm count precludes many males from becoming fathers. Obesity and endocrine disrupting compounds are my guess for the drop in fertility.

A certain percentage yes. I think the US founding fathers had the idea when they made the country a republic. Universal suffrage was a mistake. Race, creed, and sex alone shouldn't determine if one can vote but it sure as hell is associated. No taxation without representation should be paired with no representation without taxation.
