You make someone addicted by giving him incredible feelings for a day (attention, validation, whatever..) and then withdrawing it completely for another and so on. It's no different than drugs. Once you don't get the drugs anymore and the high was too good you start to miss them and bam you are addicted with enough consistency and time. It's another story if it's actually useful because I have a friend who does this and the girls just turn crazy. IMO it's not worth it.
