FGM refers to anything that damages the female genitalia without medical justification to any degree or in any manner (even some widely available cosmetic surgeries in the west are technically FGM and hence illegal to perform on minors). It does not always involve removal of the clitoris. If you group extreme forms of FGM together with milder forms, then there is no reason male circumcision shouldn't be grouped with things like penile subincision.

Male circumcision is not the same as FGM, the male equivalent would be removal of the glans. FGM refers to anything that damages the female genitalia to any degree. This means it includes procedures that destroy more than male circumcision, as much as male circumcision, and less than male circumcision. The western world criminalizes even a ritual prick to the female genitalia (this is done by many Muslims in Southeast Asia and falls under type IV).

Circumcision is practiced by a lot of Christians in some places but usually not as a religious thing, and in most of the world Christians don't do it. The New Testament says not to do it. There are some Christians, mainly in Africa, who do practice circumcision as a religious thing. The fact that circumcision is commanded in the Old Testament and Jesus himself was circumcised (apparently with his consent if he was God) probably goes a long way to make it seem acceptable in people's eyes.
