Catcalling and complimenting women are two different things entirely. There are lots of creeps who do it in a predatory manner. I've seen it happen from white van lads to girls in school uniform. The problem here is rife.

I don't feel like it's the worst idea. Whether it's true or not, the cultural perception is that women are more likely to be attacked at night. It's not like other taxis won't still exist and they will probably charge women more because there will less of them on the road. Seems like a smart business decision, wish I'd thought of it.
