They like 99% of people would opt out and lots of trials would be held by the same small handful of people. Once that small handful was known it becomes easy to bribe them or otherwise manipulate their vote. The random selection helps keep the jury unbiased and untainted by outside factors. They do, my school was offering a program that google was hosting where everyone who wasn't a white or Asian male could do it. It offered free programming lessions, free gear(t-shirts and what not) and there may or may not have been a scholarship.
