The social services are on a municipal (kommunal) level. The prosecution authority is on a national one. The municipalities are the lowest subdivision in Sweden. The prosecution authority is also independent from the government.

The prosecution authority has started an investigation into the social services, as well as an separate external investigation. The Justitieombudsman has received complaints as well, so hopefully there will at least be reparations in the future, and perhaps some people charged.
