As far as I know (as IANAL), unless the recipient of said unsolicited nudes is under 18, they can't be legally charged with anything. This goes for men as well. I believe sexual harassment laws exclusively apply to the workplace, military, education, etc. At least this is how it is in the US if I understand it correctly.

The fact is that willingness is not an excuse to statutory rape. Consent is, by law, not something minors can give. Teens that age are heavily influenced by hormones. Even if he said he was willing, it could still end up being traumatizing. The law here is backed by countless studies.
