You will always lose against law enforcement, corrupt or not. If you're ever being stopped or questioned by them, just be as complaint, deliberate, and gentle as physically possible. If you're not, you're making yourself liable to get beaten, burned, or shot and killed. Just treat it like being stopped by a mafia thug. Do your best, expect the worst, and hope you end up okay.

This has never heard someone actually shout, "OC, OC, OC!!". It's a cloud effect, as well as a concentrated stream portion.
