I think what they are trying to say is that credibility is important. E.g. 2 + 2 = 5 is wrong. However, consider what if a PhD professor said that it was correct. He has credibility behind his claims to support is argument and is taken a bit more seriously. Now consider a drunk man saying 2 +2 = 5. It would be fair to say that this credibility is not there, therefore he is not taken seriously.
