Bitching is just a vulgar term for complaining. It's not specific to a gender. EDIT Also, dicking around is appropriate in many situations too. But it's not equivalent to bitching. Dicking around is just a vulgar term for messing around. How do you not know this stuff?

At the end of the video, the reporter says that a law in their state prevents one judge from changing a ruling from another judge. So although they can stop the payments, they can't overturn the payments. It was also mentioned that he could maybe sue and there's a precedent for it. But it's unlikely that he'd be able to collect.
