It can because it is. Where I live you legally have to take care of your parents and your siblings, grandparents and other "straight line" relatives. And if you don't they can sue you for all you have and take all of your income before it even arrives to you. So you cannot avoid meeting or even speaking to them. Kinda like child support but the only mistake you made is being born in a pit of snakes.
