Basically friends before relationship. I don't go up to a new girl and ask them out within two minutes. I'm just there to have fun, if after a little while we are having a good time then I'll ask. I think you need to flip your mindset. Go out and talk to strangers and make them your friend first, or atleast just take an interest in them. After that you know more about who people are and if you want to get close or not. More importantly it helps when talking to girls you might be interested in, if you approach with the mindset of you want to pick them up they can tell what's happening so easily, you need to be a friend or a fun person first.

I'd say repetition with breaks. This applies to most skills in life. Whether it's a way of moving your foot to change the direction of a ball you kick or learning how to juggle. If you had one hour a day to practice then you would be better off with four 15 minute sessions rather than a single 1 hour one. This is true for developing skills and knowledge.
