Not every guy wants a serious relationship. Not every women wants a committed relationship. Not everyone is compatible. Not everyone has time to date. Not everyone wants to prioritize dating. Many want to work instead; all genders included. Many women are lesbians and many men are gay. Many men have anxiety disorders, ptsd, etc. Racism, elitism, ableism, etc can prevent men and women from dating. There are a lot of factors at play here.

I am a man. I've grown up with men. And we'd all be stupid to think there isn't a large portion of men that wouldn't stare at butts and boobs. In fact almost every time I am out and about i catch men looking at butts and usually laugh at the sight. But also that's missing my point entirely. My point was you are only going to get in trouble if you continually stare at women's boobs or butts not just for looking at them (the woman).

Many women in the west get trapped in similar situations as well. I watched my mother, her friends and many in the community be abused by men, all in Canada. Staring at someone's ass or boobs over and over for a prolonged period is definitely harassment. Leave that person alone. No one is going to do anything if you walk by, quickly check someone out and keep it to yourself. That said, be careful of racism.
