I live there (McAllen) and I can tell you that it's the food along with laziness. In the poorer areas, there's almost no healthy options, coupled with cheap fast food on nearly every corner, and the fact that everything's so far away that there's no choice but to drive everywhere, instead of taking a bike or walking.
