I see no reason a woman can't recognise that she likes a man enough to approach him and ask him out. I would personally respect that initiative.

You know the best year of my life? This year. And after this year, next year will be the best year of my life. Okay, you've got an ugly face. Accept it and move on. You need to find something that is attractive about yourself, and share that. Are you funny? Are you thoughtful, kind, and loving? Do you make good money? Are you fit? Find something that you like about yourself. Plant that seed, and get growing. One thing, especially something as superficial as physical attractiveness, should not keep you from finding someone. I believe in you. You can do this.
