The issue is primarily historical. Blacks were only given mortgages to live in poorer neighborhoods. Generations of wealth were dictated by lending discrimination. Those laws don't say that a member of X group can be punished while a member of B group is not to be. The implementation of the laws do vary, but not because of institutionalize racism. This is missing the point. As the guy you responded to explained, racist drug policies are achieved by creating harsher punishments for drugs used primarily by blacks. Personal experience. An appalling amount of women in my life have been sexually assaulted, and while I don't think it's indicative of a specific statistic, it's enough evidence to make me feel .21% is unrealistic.
