They will classify it as desertion and in the past that got people executed. Also they will probably only enforce it when the men return visit Ukraine (passport control) easier less costly and almost self enforcing. Victims of this will likely and rightly claim asylum in their host countries... ... but will probably be denied cos wrong skin colour and didn't come by NGO paid for boats....

Essentially, this is how I think of it: If they argue there is a gender gap in STEM that needs fixing... ...there must be an even LARGER gap in non-STEM areas (the other way round) that needs fixing... ...as there are more women graduating overall.

I guess he is using their own metrics on them - which is fine. A more efficient and effective graph would be a simple line graph which shows the crossover between men and women. Then they can label it with "events" such as scholarships introduced, coursework introduced - similar to how stock prices are displayed with events. Also it would be good to know the country (im guessing its the US).
