The only thing you can really do right now is to be the best father you can ever hope to be to your daughter and be her best friend if possible. If the new boyfriend does get to be a regularly moved man within the army you may be able to convince your ex that in the best interest of stability your daughter would be better of being with you. Not quite sure of your daughters age, but if she's of a decent age she may even be able to speak up and agree/disagree on who she lives with.
