Not by definition, no. It's a differently meaning altogether. When you generalize, you apply to everyone in a group. But you may generalize without meaning it literally. Men are taller than women. Well there is no data on allegations that are not made to the police. But we do know that it is very common for women to tell their friends and acquaintances that they’ve been sexually assaulted. They don’t need to go to the police to get the intended effect of their allegation. This happens way more than allegations made to the police (more than 2-10% of which turn out to be false; that study was extremely stringent in its basis for evidence).
