I know this is late but lets put it like this what if a 15 year old was topless at a beach if it was a boy nobody cares but if it was a girl everyone would want her to cover up because it's not right for a reason. Someone said that breast are just fat and it's not a sexual organ, well ass cheeks are just muscle and aren't a sexual organ but you don't see people in the streets walking with their ass out.
