I think they mean as genders, not biological sex, like some North American tribes have Two Spirit or Mahu in polynesian cultures. Binary refers probably to the exclusion of Intersexs, nonbinaries etc...

Mandatory 50% is BS we need competence not diversity in working fields like teaching, also how tf are you having 50% male teachers if most of the teacher are females? Agree, many people do not realise that conservativism is the one which made the gender role of men about not being able to voice their traumas and being ridiculized if they share them or show "weakness" and thanks to them things like abuse against male or rape against male aren't taken seriously
