​ To me it seems that the crime was motivated by the conflict surrounding the dog not being leashed. The means she used to commit the crime were based on abusing the fact that police is likely prejudiced but that was not the motivation. So the question is what about it is a hate crime? You can't just say it is and demand that others show why it wouldn't be one. That isn't how that works - otherwise your comment would be a hate crime unless you could show that it wasn't.

It's funny how you expect everyone being the equivalent of a computer in one scenario and super emotional in the other. Highlights your double standards really well. One could easily switch the entire thing around and make the opposite case that only male teachers should be encouraged and no female cops. Would be equally as honest.

But the reason you gave as to why there needs to be more female police officers holds true for the need of male teachers for the same reason: They offer a different perception of the role that is needed and can't be obtained by training. So why wouldn't there be a need to encourage male teachers? Also I ignore the entire "but there's nothing physical about being a teacher" red herring since there's no physical exam that would need to be lowered, it's other requirements.
