I think the 19x metric is including those women which avoid incarceration. This is incredibly common in sex crimes with minors where women often aren't punished or receive a slap on the wrist. Men who commit pedophilia are likely to be put in jail for many years at a time for comparison. I see one of these every week nowadays and it often seems like they take the woman's personal feelings into consideration when providing a sentence, that's never done with men.
