Agreed that the rules need rethinking if shoulders are apparently too sexual for people to deal with, that’s just stupid. Also agree with the others that the dress code is the dress code and in a place of work you would be expected to adhere to it. Maybe speak to your daughter’s school, get some of the other parents in as well and talk to the head about having the dress code changed.
