I'd agree that it doesn't usually come at a cost to the other gender (no matter which side) but it certainly can feel that way in the moment which makes getting things done much more difficult. I would say there are some issues it absolutely would hurt one gender while helping the other, for example getting rid of the draft or making it not gender specific would absolutely tangibly hurt women, and in cases like that it may be a good idea inspite of that hurt.
