An example is that technically speaking it may be illegal for kids to be selling lemonade at a corner because they don't have proper paperwork. Should you go to the police and report them because the law is the law? Or are you going to take the context in and let it slide? In baseball, some umps you can argue with and cuss at and they may not eject you, and others may eject you at the start of such an altercation. And on top of that, people are not monolithic, so the emotional/psychological state of a ref can effect the way they call things. Working name could be "Garbage Human List." That way employers can know what they are dealing with when they are looking people up.
