Is that supposed to be some kind of gotcha? One involves consent, the other doesn't. Let me guess OP, you never bothered to read into this, did you? This bill was introduced as a protest/joke/to cause controversy over the fact policing a womans body shouldn't be allowed. The point of this bill was to purport a ridiculous proposal for mens reproductive rights, to bring attention to the ridiculous issues with womens reproductive rights. It is not remotely about someone genuinely wanting to fine men $100.
