There are two reasons for this. 1: Women generally carry purses. They replace pockets and offer more storage for various items such as phones, wallets, makeup, tampons, keys, ect. 2: The reason the pockets are also smaller is that men's clothes are generally baggier, women's jeans are near skin tight. Large pockets would make skin tight clothing look odd.
