At the time, when America was a lot more rural and welfare didn't exist, if the breadwinner blew half his paycheck on beer at the local saloon it was a lot harder on a family than it is now. Age restrictions ranged from lax to "if you can reach the top of the bar, you're old enough". There were a lot of people (not just women either) who had legit gripes about the way things were.
