Many pictures aren't public and come from private texts, Instagrams, LinkedIns, etc. If you are man with a picture online, you can get posted if someone wants to get "tea" on you (the majority of posts seem to be this and not about dangerous behavior). I also don't get the last name thing - a picture of you seems much more personally identifiable than your last name.
