I feel it's just saying that their primary purchasers (mothers) approve of the product. They're probably right that mothers purchase the lion's share of breakfast cereal. Saying that they approve of the ingredients is a stretch right there. Then, leaving all men out of the equation just adds insult to injury. If ten consumers say, "I'm not buying it 'cause that slogan sucks", they'll probably just pull the entire slogan faster than you can say 'New Coke'.
