She was never "cured" to begin with. Aditionally, the daily mail is very unreliable as an information source go begin with. If the laws were a fool proof way to stop these things do you really think things like the police would exist? Would-be murderers don't hold people at knife point then go "oh wait this is illegal, my bad" do they. Laws don't stop people, they're just clear guidelines for what gets you in legal trouble.
