2	University offers female students extra credit for not shaving their armpits There is no penalty. A penalty is a punishment inflicted for breaking a rule or requirement. There is no rule or requirement, and no punishment. If I refuse to eat pizza I am not being penalized when someone else enjoys or is even given pizza. If I were fined for refusing to eat pizza, then I would be being penalized for refusing to eat pizza. But there is no penalty for choosing not to participate in an optional activity.
