The money itself isn’t the most important aspect but quality is. If the ring is a symbol of your marriage and they intend for you to wear it forever, I’d hope the man would spend time, thought, effort, sacrifice (to save up money), and an understanding of who you are into finding one. If it’s not done for the ring, then I wouldn’t expect it in the marriage.

Sorry you guys didn’t have a good experience with cooks/chefs. The guy I’m seeing is a cook, a really good one, so I have to stand up for him as the exception. He makes me breakfast every morning and always asks for requests. Also works hard at the job he’s been at for 3 years and keeps a clean kitchen... Can’t vouch for his coworkers though.
