Their's a huge difference in : the law applied by a dictator and a law applied by most of the countries in the world. I think most of your arguments are based by your own desire to be with a minor. seems like a really strange behaviour, you should bring it out, just ask him why he’s staring at you and mention it makes you uncomfortable. If you don’t want to, you should definitely tell your parents at least or your principal. Something I learned from hard lessons is that you always got to follow your instincts, especially if even your friend brought it up.
