Because the laws here are different, you can refuse it and they can't just assume you were over the limit because of it (we try not to do guilty until proven innocent here). PoC means anything that isn't white, and possibly Asian, unless you want it to specifically mean black people. Usually you can be safe in assuming that when you see someone say PoC they mean black just like 9 out of 10 times when someone says minority they mean black.

I have a friend who says black people can't be racist, mostly jokingly, and everytime I show him videos and articles of black people being racist just to shut him down. I also have another black friend who 100% knows black people can, and are, racist, he's the one I talk to about situations involving cops and black people because he can acknowledge that it isn't always the cops fault.
