According to the aclu The 2-6 vs 15 year gap listed is based on an ncadv document from 1989. This document is not named or linked. I don't know much about NCADV, but it seems like they're specifically targeting women and children for their "national coalition against domestic violence" work(or more accurately specifically ignoring men). That alone makes them pretty untrustworthy imo.

I think we've found common ground. And for 4 I think the man gets the choice. Once you rape someone you lose your right to choose what happens to the result of that crime.
